Barkley Elementary School

Sector: K-12 Education

Barkley-Elementary-SchoolBarkley Elementary is one of the first schools designed under the new 21st-Century Education Initiative set forth by the Department of Defense Education Activities (DoDEA), the civilian agency that manages schools on U.S. military bases worldwide. This leading-edge, 142,000-square foot facility for up to 740 students is designed to accommodate multiple learning and teaching styles and includes a rooftop learning garden and an open information center. After hours, the information center, large commons area, and gymnasium serve as a community center for all residents on post at Fort Campbell, a U.S. Army installation that is home to the 101st Airborne Division and the 160th Special Operations Aviation Regiment.

As part of a design/build team, Woolpert provided architectural and engineering services and engaged Fisher Engineering, Inc. (FEI) to provide fire protection engineering and life safety design and construction period services. In this role, FEI conducted a two-day, field investigation site visit and performed fire hydrant flow testing at the project site for use during the design. FEI then developed a design analysis related to the interior life safety, fire sprinkler, fire alarm and mass notification systems. FEI also developed construction bid documents consisting of a specification and a drawing set of the interior life safety, fire sprinkler, fire alarm, and mass notification systems.

Naval Operational Support Center

Naval-Operational-Support-CenterFort Custer Training Center is a federally-owned and state-operated Michigan Army National Guard training facility. One of the most heavily used Midwest training facilities, Fort Custer is also used by other branches of the armed forces and by armed forces from Illinois, Indiana, and Ohio.

To save costs and to offer Navy Reservists access to the training and educational facilities on Fort Custer, the Naval Facilities Engineering Command decided to consolidate Navy Reserve operations from Grand Rapids and Lansing, Michigan into a new, 29,206-square foot West Michigan Navy Operational Support Center (NOSC). Woolpert provided engineering services for this project and asked Fisher Engineering, Inc. (FEI) to provide performance-based fire alarm/MNS system design and life safety/code consulting services as part of the design/build team. Under a separate contract, Brinkmann Constructors provided construction services and asked FEI to perform fire protection QC specialist services.

The brick, concrete, and steel NOSC encompasses a two-story assembly hall, classrooms, medical exam rooms, a conference room, storage, NMCI (Navy Marine Corps Intranet)/LAN capabilities, unit conference counseling space, a crew’s lounge, administrative areas, recruiting facilities, toilets/showers, and janitor and mechanical equipment space. Support facilities include fire alarm systems and a fire sprinkler protection system.

Salt River Project Information Systems Building

Salt-River-ProjectAs one of the nation’s largest public power utilities, Salt River Project (SRP) provides electricity and water to more than two million people in Central Arizona. SRP engaged Fisher Engineering, Inc. (FEI) to review the smoke control system in its Information Systems Building (ISB) in Tempe, AZ.

Constructed in 1989, the six-story ISB is considered a high-rise structure as defined by current building codes. A smoke control system was included in the building design, but the system had not been tested or maintained. SRP wanted to determine whether the system would function as originally designed.

To meet SRP’s needs, FEI reviewed available documents to understand the original design’s intent and the system’s operation; reviewed the code of record to understand the requirements under which the building was originally constructed; reviewed current code requirements to compare the smoke control design to those requirements, observed the operation of the smoke control system and firefighter’s control panel; spot-checked some of the installed smoke control equipment to understand the system’s performance and code compliance; and developed a report documenting FEI’s activities, findings, and recommendations.

University-Club-on-FreyUniversity Club on Frey is a five-building, 55,000-square foot apartment complex near Kennesaw State University in Kennesaw, Georgia. Each of the five residential buildings is four stories high and provides 114 four-bedroom living units. A two-story community center and maintenance facility are also included in the complex. Other amenities include a fitness center, a computer center, a media room, and a resort-style swimming pool with a private sundeck.

Todd & Associates provided architecture and engineering services for this project and asked Fisher Engineering, Inc. (FEI) to perform documents review and code research services, as well as to develop preliminary findings and recommendations based on the information gathered. Specifically, FEI developed code equivalency proposals for the Cobb County fire marshal’s office related to an open, interior stair; standpipe locations; and protection of exterior openings. The fire marshal accepted the proposals, allowing the facility to be built as the architect intended.

Student Housing Life Safety Assessments at Arizona State University

Sector: Student Housing

Arizona-State-UniversityArizona State University (ASU) is a public metropolitan research university located on five campuses across the Phoenix, Arizona, metropolitan area, along with a sixth campus at Lake Havasu City. ASU has the largest enrollment of any public university in the U.S.

As part of a design team led by architecture firm Ayers Saint Gross, Fisher Engineering, Inc. (FEI) provided fire protection and life safety-related services to assist ASU’s Educational Outreach and Student Services with its Campus Life Study project. The team assessed six older residence halls and the Memorial Union to review their conditions, functional utility of common areas, and related programmatic conditions. FEI evaluated the buildings’ fire protection and fire alarm systems for code compliance, system functionality, and system life cycle.

FEI’s specific services included conducting building surveys to observe and document current conditions related to the fire protection and fire alarm systems, performing research as necessary to determine and document the applicable requirements associated with each of the building’s fire protection and fire alarm systems, and providing a report summarizing their activities and findings.

BHP Pinto Valley Site-Wide Fire Protection Review

BHP-Pinto-ValleyBHP Billiton is a multi-national mining, metals, and petroleum company based in Melbourne, Australia. BHP conducts leaching and solvent extraction/electro-winning (SX/EW) operations at its Pinto Valley, AZ and Miami, AZ properties, and in 2012 decided to start milling and concentrating operations at those locations. In preparation, BHP management directed the facility to review operational fire risks and to identify existing and proposed mitigating features.

Fisher Engineering, Inc. (FEI) provided fire protection engineering and consulting services for this project. Specifically, FEI developed a preliminary risk assessment of major fire exposures to the operations and recommended ways to mitigate those risks. The review assessed:

  • SX organic mixer/settler tanks and bulk storage of reagent and organic products
  • Primary process power systems (e.g. transformers, rectifiers, motor control rooms)
  • Material transport (e.g. conveyors)
  • Hydraulic equipment
  • Lubrication storage and machinery use

North Laraway Unloading Facility

North-Laraway-Unloading-FacilityWhen Joliet Bulk, Barge & Rail, LLC decided to build a new crude oil rail unloading facility in Joliet, Illinois, Fisher Engineering, Inc. (FEI) provided code consulting, fire protection system design and construction support services as part of the design team. The overall fire protection concept needed to account for the limited resources of the responding fire department

The North Laraway Unloading Facility is a rail unloading facility consisting of four parallel rail tracks of 30 cars each, with space to accommodate a doubling in size of the facility in the future. Crude oil is unloaded from the rail cars and pumped to one of two aboveground storage tanks, again with space to allow for eventually doubling the storage capacity by adding two more aboveground storage tanks. Each tank is 150 feet in diameter.

FEI’s specific services included developing a fire protection design concept for the site; presenting the overall concept to the building/fire officials, developing fire protection construction documents, responding to contractor RFIs (requests for information) during bidding and construction, reviewing contractor submittals, performing in-progress installation reviews, functional performance testing, and training the local fire department on the fire protection system’s operation and use.
