Crude Oil Loading Facility

Crude-Oil-Loading-FacilityAs part of the rail portion of a new cryogenic gas processing plant that processes 50-75 million cubic feet of gas per day, Plains Gas Solutions constructed a new crude oil loading facility in Ross, North Dakota. The facility has the capacity to trans-load 8,500 barrels per day of natural gas liquids (NGLs) and 20,000 barrels per day of crude oil. In its second phase, the crude oil facility was expanded to provide unit train loading capability of up to 65,000 barrels per day. It is now served by a new, 16-mile, 10-inch crude oil pipeline extending from Plains’ Robinson Lake pipeline near Stanley, North Dakota to the company’s Ross complex.

Wilson & Co. retained Fisher Engineering, Inc. (FEI) to provide fire protection engineering services. Specifically, FEI performed conceptual fire protection design; developed construction documents for the preaction foam-water fire sprinkler system for the facility’s loading platform, the fire pump house, and the preaction foam-water releasing system; and reviewed fire protection design submittals. The system was designed to require little intervention from the operations personnel and/or responding fire departments because the local, all-volunteer fire department had limited manpower.

Colt Crude Oil Loading Terminal

Colt-Crude-Oil-Loading-TerminalRangeland Energy’s Crude Oil Loading Terminal (COLT) is North Dakota’s largest open-access crude oil distribution hub. Located in the Bakken and Three Forks shale oil-producing areas, the COLT terminal provides refiners, marketers, and producers with outbound service by unit train and through the COLT Connector. The connector is a 21-mile, bidirectional pipeline that links the COLT terminal with multiple existing and planned pipelines at Rangeland’s Dry Fork Terminal near Tioga, North Dakota.

With six 120,000-barrel storage tanks and two 8,700-foot rail loops, the COLT hub accommodates large, 120-car unit trains and is capable of moving more than 120,000 barrels of crude oil per day out of the Bakken Shale.  Its initial 720 MBL (thousands of barrels) of working storage capacity is expected to expand as Bakken production increases.

Wilson & Co. retained Fisher Engineering, Inc. (FEI) to provide fire protection engineering services, which included conceptual fire protection design; developed construction documents for the preaction foam-water fire sprinkler system for the facility’s loading platform, the fire pump house, and the preaction foam-water releasing system; and reviewed fire protection design submittals. The system was designed to require little intervention from the operations personnel and/or responding fire departments because the local, all-volunteer fire department had limited manpower.

Kubota Tractor Manufacturing Facility

Sector: Industrial

Kubota-Manufacturing-FacilityTo add to its existing manufacturing facility on an 88-acre site in Jefferson, Georgia, agricultural machinery manufacturer Kubota Industrial Equipment constructed a new manufacturing facility to produce compact tractor models. The facility encompasses approximately 484,000 square feet of manufacturing space, 2,000 square feet of hazardous materials storage/use space, 6,000 square feet of office space, and 7,000 square feet of cafeteria space. It supports a production capacity of 22,000 units each year.

KBD Group provided architecture and engineering services for the project and asked Fisher Engineering, Inc. (FEI) to perform fire protection engineering design, life safety design, and construction period services as part of the design team. Specifically, FEI provided code analysis and code consulting services, performed explosion venting calculations, developed a code narrative for submission to local building officials, and reviewed the architect-engineer’s drawings for compliance with the code narrative.

VWR West Coast Distribution Center

Sector: Industrial

VWR-West-Coast-Distribution-CenterWhen VWR International, LLC, a global solutions provider of laboratory supplies, equipment and services, decided to build a new distribution center in Visalia, California, VWR hired Fisher Engineering, Inc. (FEI) to provide third-party oversight of the project’s fire protection and life safety features.

The 500,000-square foot facility is used for storage and distribution of laboratory supplies and chemicals. It encompasses a 30,000-square foot room for flammable and combustible liquids, a 5,000-square foot room for storage of oxidizers, a 30,000-square foot room for storage of health hazards, and a two-story, 20,000-square foot office building. The remainder of the facility serves as general warehouse space. It houses more than 90 employees.

For the project, FEI developed a conceptual fire protection strategy, met with local building and fire officials to present that strategy, and reviewed the architect-engineer’s construction documents for strategy compliance. FEI reviewed submittals for the fire pump, fire sprinkler, foam-water fire sprinkler, firm alarm, and gas detection systems while also performing in-progress installation review and witnessing acceptance testing of all of these systems. FEI also provided training on the building’s design and operations to building inspectors and city fire operations personnel.

Maricopa Integrated Health Services

Sector: Healthcare

Maricopa-Integrated-Health-ServicesMaricopa Integrated Health Services (MIHS), which provides health care services for the citizens of Maricopa County, Arizona, serves nearly 20,000 inpatients and 300,000 outpatients each year.

To ensure building code compliance at its facilities, MIHS contracts with a third party to act as its authority having jurisdiction (AHJ). In this role, the AHJ conducts an annual field inspection of MIHS facilities. MIHS asked Fisher Engineering, Inc. (FEI) to review inspection comments in the AHJ’s report and to offer opinions and recommendations regarding implementation options.

FEI performed code research to confirm the inspection report’s findings and explored alternative code compliance options. Next, FEI conducted a site survey at the referenced locations to further review field conditions and evaluate alternatives. FEI then developed a report documenting recommendations regarding the inspection items.
